A practical problem

We would like to get Leilani a passport. Seems simple enough, we have all the documentation we need, we have the form to fill out, we are ready. She is relunctant, however, to cooperate with trying to get a passport picture. She was the same with trying to get a visa picture in Guangzhou and apparently she was this way from 6 months of age when they took her referral picture. I never realized the picture taken for her visa in Guangzhou would be the same picture that ended up on her Certification of Citizenship, the picture she will have the rest of her life when she needs to show her citizenship papers. Hopefully, it won't be very often, since she has a California birth certificate. But, she seems to know when she is being staged for a picture and she wants nothing to do with it. Take a close look at her eyebrows, we call it her referral picture face and she does it everytime, even 2 years later. So, today I tried foolishly to trick her into getting a great picture for her passport. I failed, miserably. You can see the results, I think I need Daddy to help me distract her...
